Transportation Policy

  • The Board of School Directors of the Owen J. Roberts School District will provide transportation to and from school at District expense to students legally residing within District boundaries while attending State-mandated school programs.  This service shall be executed in accordance with guidelines set forth in the Public School Code and Vehicle Code of Pennsylvania, and as directed by the Board.

    Cooperation between students, parents, bus drivers, contractors, administration, and the Board is necessary to establish and maintain a safe and disciplined-oriented service.  The administration shall establish guidelines and procedures to provide for a safe, efficient, and economical transportation bus service.  The Board shall provide direction and hear appeals.  Decisions of the full Board will be final.  The Board of Directors of the Owen J. Roberts School District reserves the right to waive any or all requirements defined herein.

    Transportation will be provided only for students who are legal residents of the Owen J. Roberts School District.  Census verification must be furnished upon request.  Transportation will only then be arranged after receipt of the requested information.

    Students who are legal residents of the Owen J. Roberts School District and attend non-public schools located outside the District’s boundaries at a distance not exceeding ten (10) miles from the nearest public highway are eligible for transportation upon written verification of the student's enrollment furnished by the attending school. An Act 372 form must be submitted annually for EACH child requesting transportation services to a non-public school.

    Students who are legal residents of the Owen J. Roberts School District and are assigned by the District to special education schools located outside the District’s boundaries are eligible for transportation upon approval of the Board.

    Students eligible for transportation may be required to walk up to 1-1/2 miles (elementary) or 2 miles (secondary) to their assigned bus stop; and, up to five hundred feet (500) on a roadway that has been designated “hazardous” by PennDOT, Title 67, Chap. 447, Para. 447.3(d).

    The administration shall endeavor to minimize walking distances and riding times whenever practical and feasible.  Policing bus stops and the supervision of students between residence and bus stops is the parent’s responsibility. The administration shall establish bus stop locations and bus routes in cooperation with the assistance of the bus contractor(s).  Bus routes will not include “private” or “undedicated” streets, lanes, and/or roads.  Consideration shall be given to safety, efficiency, and economy.  The bus schedules shall be reviewed and approved by the Board and made available to the public upon request.  Administrative decisions may be appealed, in writing, to the Transportation Committee of the Board.  Transportation Committee decisions may be appealed, in writing, to the Board.  The decisions of the Board shall be “final.” Cooperation and responsibility of each student is necessary in order for the District to provide safe transportation for its students.  The District shall maintain “disciplinary procedures” in order to provide safe, efficient, and economical transportation for its students. School Board
